Helping residents understand code enforcement — so neighborhoods stay safe, clean, and accountable.
NEST educates the public on municipal code standards and the reporting process. We focus on fairness, consistency, and using the rules already on the books.
About NEST
We’re a nonprofit education project focused on municipal code standards, public understanding, and fair enforcement.
Plain-English mission
NEST helps residents understand and use municipal code standards fairly—so neighborhoods stay safe, healthy, and accountable.
Education + tools
- Explain what code enforcement is and how it works.
- Provide tools (templates, checklists, timelines) to document issues responsibly.
- Promote fairness so codes already in effect are applied consistently and lawfully.
Code Enforcement 101
What is code enforcement?
Code enforcement is how cities apply existing health and safety rules that protect neighborhoods. It’s usually focused on conditions that create hazards or community harm—like dangerous structures, illegal dumping, trash accumulation, abandoned vehicles, or unsafe property conditions.
Tip: swap in examples that match your local codes so the page stays accurate.
Clarity matters
- It is: a process for addressing safety/health issues under existing city codes.
- It isn’t: harassment, vigilantism, or targeting people.
- It should be: consistent, documented, and applied fairly.
- It’s not: “making new rules” — it’s enforcing rules already on the books.
How it works
Identify
Confirm the issue is a code matter (health/safety/standard) and not just a personal dispute.
Document
Use dates, locations, photos (when lawful), and a simple timeline. Stick to facts.
Report + track
Submit through the proper channel, keep the case number, and track responses and deadlines.
Follow up
If nothing happens, follow up politely with your documentation. Ask what the next step is.
Escalate responsibly
If there’s non-response, escalate respectfully (supervisor, public records, council agenda, etc.).
Share learning
We turn lessons into guides so the public understands the process and standards.
Resources
Incident log (copy/paste)
Copy this into Notes/Google Docs:
DATE/TIME: LOCATION: ISSUE (facts only): WHAT YOU OBSERVED: PHOTOS/VIDEO (if any): SAFETY RISK (if any): WHO YOU CONTACTED / CASE #: FOLLOW-UP DATE: OUTCOME / RESPONSE:
What to include in a report
- Exact location (address or cross-streets)
- Date/time range and frequency
- Clear description (no insults, no assumptions)
- Evidence (photos when lawful, notes, witnesses)
- Why it’s a health/safety/standards issue
Common questions
- Will I stay anonymous? Depends on the city/process.
- How long does it take? Varies by severity and staffing.
- What if nothing happens? Track it and escalate responsibly.
